佛在拘睒彌國。時，憂填王為闡陀造屋。便斫路中神樹。路人訶已，比丘舉過。佛訶責已，「若斫神樹，吉羅」，便制此戒。

The Buddha was in Kauśāmbī. At that time, King Udayana was building a hut for Chanda, who then cut down a sacred tree beside the road. After passersby rebuked him, the bhikṣus reported the fault. After the Buddha rebuked him, saying, ‘If one cuts down a sacred tree, it is a duṣkṛta,’ he then formulated this precept.
