佛言：「謂所犯事未懺悔也。有二種智人：有罪能見，見罪能如法懺悔。若欲悔者，當詣清淨比丘，說犯名字，如法除已，方得聞戒。乃至於罪有疑亦如是說。若僧並犯，無人可懺，不問識、疑，白懺後說。」

The Buddha said: 'This refers to offenses committed that have not yet been repented. There are two kinds of wise persons: those who can see when they have an offense, and those who, seeing an offense, can repent of it in accordance with the Dharma. If one wishes to repent, he should approach a pure bhikṣu, state the name of the offense, and having cleared it in accordance with the Dharma, only then is he permitted to hear the precepts. Even if one has doubts about an offense, it is also stated like this. If the entire saṃgha has equally committed offenses and there is no one before whom to repent, then without asking whether it is known or doubted, make a motion to repent and then recite.'
