佛在舍衛。羅閱城大臣與跋難陀親厚往來，遣送衣價。彼將衣價付淨主已，因事急索，致令被罰。諸俗譏嫌，比丘舉過。佛因制戒。

The Buddha was in Śrāvastī. A great minister of Rājagṛha had close and friendly relations with Upananda and dispatched [a messenger] to send a robe-fund. After [Upananda] had entrusted the robe-fund to a steward, he urgently demanded it because of some matter, causing [the steward] to be fined. The laypeople criticized and reproached him, and the bhikṣus reported the fault. The Buddha thereupon formulated the precept.
