佛在舍衛國。時，跋難陀得羊毛，貫杖頭而行，居士譏言「販賣羊毛」。比丘舉過，佛因制戒。

The Buddha was in the country of Śrāvastī. At that time, Upananda obtained sheep's wool, strung it on the end of a staff, and walked along; householders ridiculed him, saying, 'He is peddling sheep's wool.' Bhikṣus raised the fault, and the Buddha laid down the precept on that basis.
