若求衣不得，突吉羅。尼同犯。不犯者，減少求，從親里索、出家人索，他為己者是也。

If he seeks the robe but does not obtain it, it is a duṣkṛta. Nuns commit the same offence. As for cases where there is no offence: reducing one's request, soliciting from relatives, soliciting from renunciants, or another acting on one's behalf—these are the exceptions.
