佛在舍衛國。難陀弟子善能勸化。跋難陀意欲共遊行，便先與衣。餘比丘言：「彼癡，不知誦戒、說戒、布薩、羯磨。」後去不隨，彼即奪衣。比丘訶舉，佛因制戒。

The Buddha was in the country of Śrāvastī. Nanda's disciple was very capable of exhorting and converting. Upananda wished to travel together with him, so he first gave him a robe. Other bhikṣus said: 'He is foolish; he does not know how to recite the precepts, preach the precepts, perform the poṣadha, or execute karman.' Later, when [the disciple] would not accompany him, [Upananda] immediately snatched away the robe. Bhikṣus rebuked him and reported it, and the Buddha laid down the precept on this account.
