佛在羅閱城。沓婆摩比丘僧差知事，慈地比丘齊眼見處譏嫌之。以過白佛，便訶制戒。後便於聞處罵，以過重白佛，便乘前重制。

The Buddha was in the city of Rājagṛha. The bhikṣu Dabba Mallaputta had been appointed by the Saṃgha as the monastic officer. The bhikṣu Mettiya censured him within sight. They reported the fault to the Buddha, who rebuked him and laid down the precept. Later, he reviled him within earshot. They reported the fault to the Buddha again, who then reinforced the previous rule and laid down the precept again.
