佛在舍衛。六群有緣至軍中宿，居士言：「我等為愛欲故有此耳，沙門復此何為？」比丘舉過白佛，因而制戒。

The Buddha was in Śrāvastī. The group of six, having a reason, went to lodge in the army. Householders said: "We have this only for the sake of sensual desires; what are the śramaṇas doing here again?" Bhikṣus brought up the transgression and reported it to the Buddha, who thereupon formulated the precept.
