佛在舍衛。六群著白色衣行，居士譏嫌：「無有正法，如王、大臣！」比丘以過白佛，因制此戒。

The Buddha was in Śrāvastī. The group of six wore white robes when walking about. Householders criticized them, saying: "They have no proper Dharma, looking like kings and great ministers!" The bhikṣus reported the fault to the Buddha, who on this account laid down this precept.
