年不滿二十，受大戒者，此人不得戒。彼比丘可訶，癡故，波逸提。
that [a person] is not a full twenty years of age, confers upasampadā on him, this person does not obtain the precepts. That bhikṣu is censurable, and because of his foolishness, it is a prāyaścittika.
