佛在舍衛。比丘共集，誦法、毘尼。六群相謂「比丘共集，誦律通利，必數舉我」，言：「長老用學雜碎戒為？誦可至十三事。」比丘知滅法故，以過白佛，便訶制此戒。

(The Buddha was in Śrāvastī. The bhikṣus gathered together and recited the Dharma and Vinaya. The group of six said to one another, "The bhikṣus gather together, reciting the Vinaya thoroughly and fluently; they will surely raise our faults frequently," and said: "Venerable sirs, what is the use of studying minor and petty precepts? Reciting up to the thirteen matters is sufficient." Knowing that this would destroy the Dharma, the bhikṣus reported the fault to the Buddha, who thereupon rebuked [them] and formulated this precept.)
