佛在舍衛。六群一人瞋恚打十七群一人，被打大喚。比丘聞之，具說。以過白佛，因訶制戒。

The Buddha was in Śrāvastī. One of the group-of-six angrily struck one of the group-of-seventeen, and the one who was struck cried out loudly. The bhikṣus heard it and reported it fully. Bringing the fault before the Buddha, he thereupon rebuked them and instituted the rule.
