佛在舍衛。六群以手搏十七群，其被搏者高聲大喚。比丘舉過白佛，因訶制戒。

The Buddha was in Śrāvastī. The group-of-six slapped members of the group-of-seventeen with their hands, and those who were slapped cried out in a loud voice. The bhikṣus reported the fault and told the Buddha, who thereupon rebuked them and instituted the rule.
