佛在舍衛。六群瞋恚，以無根僧殘謗十七群。比丘舉過，佛便訶制此戒。

The Buddha was in Śrāvastī. The group-of-six, in anger, baselessly accused the group-of-seventeen of a saṃghāvaśeṣa. The bhikṣus reported their fault, and the Buddha thereupon rebuked them and instituted this rule.
