佛在舍衛。六群作兜羅貯蓐，居士譏以「殺生，無有慈心」。比丘舉過，佛訶制戒。

The Buddha was in Śrāvastī. The Group of Six made mattresses stuffed with tūla cotton. Householders criticized them, saying, "This involves killing living beings, showing no compassion." The bhikṣus reported the fault, and the Buddha rebuked them and formulated the precept.
