佛在拘睒毘國。闡陀比丘犯罪，餘比丘問，以餘事答。以過白佛，便訶已，作餘語白。後便惱僧，喚來不來，乃至不應語而語。以過白佛，訶已，作觸惱白，因此故制也。

The Buddha was in the country of Kauśāmbī. The bhikṣu Channa committed an offense. When other bhikṣus questioned him, he replied with extraneous matters. They reported the fault to the Buddha. Having rebuked him, [the Buddha] made an announcement (jñapti) regarding evasive speech. Later he annoyed the Saṃgha: when summoned to come, he would not come, up to speaking when he should not speak. They reported the fault to the Buddha. Having rebuked him, he made an announcement regarding harassment; on this account he laid down the precept.
