佛在舍衛。六群在食家棄洗鉢水，飯食狼藉。居士譏言：「多受如餓人。」比丘舉過，佛因制戒。

The Buddha was in Śrāvastī. The group of six discarded bowl-washing water in a donor's house, leaving food scattered in disorder. The householder criticized them, saying: "Accepting so much like starving people." The bhikṣus reported the fault, and the Buddha thereupon instituted the rule.
