佛在舍衛。六群携手在道，或遮他男女。居士譏言：「無有正法！如王、大臣、豪貴長者。」比丘舉過，佛因制戒。

The Buddha was in Śrāvastī. The group of six walked along the road holding hands, sometimes obstructing other men and women. Householders criticized them, saying, “They have no correct Dharma! They act like kings, great ministers, and powerful and wealthy elders!” The bhikṣus reported the fault, and because of this the Buddha formulated the rule.
