佛在王舍城。時，難提比丘得顛狂病，行來出入，不順威儀，多犯眾罪。比丘詰問。便言：「癡時造罪，病差不作。」以事白佛，佛言：「三種狂癡：一者，常憶，說戒常來；二者，不憶，說戒不來；三者，或憶或來或不來。此人應白四與不癡羯磨，證知病時造過，差後不造，應僧清淨，得足數。」故制。

The Buddha was in Rājagṛha. At that time, the bhikṣu Nandi contracted madness. In going and coming, leaving and entering, he did not conform to proper deportment and committed many offenses. The bhikṣus questioned him, and he then said, “When I was mad I committed offenses; now that my illness is cured, I do not do so.” They reported the matter to the Buddha, and the Buddha said, “There are three kinds of madness: first, those who constantly remember and always come to the recitation of the precepts; second, those who do not remember and do not come to the recitation of the precepts; third, those who sometimes remember, sometimes come, or do not come. For this person, one should grant the karman for the unconfused by a motion and three announcements, certifying that he committed faults during his illness, but does not commit them after recovery, so that the Saṃgha is pure and he can complete the quorum.” Therefore it was formulated.
