At that time, there were bhikṣus who, on the day of reciting the precepts, whether within the sīmā or when there was an ordination precinct, did not go to the place of reciting the precepts. The Buddha said: 'They should be sought, they should be summoned; this is my instruction. If they go outside the sīmā, or if they go but do not sit, they are to be dealt with according to the Dharma. From this day forward, wherever there is a single bhikṣu residing, when the day of reciting the precepts arrives, he should first go to the poṣadha hall, sweep and sprinkle it, spread the seats, prepare water, light the lamps, and prepare the śalākās and so forth. If guests arrive, if there are four or more persons, they perform the recitation of the precepts together; down to a single person, he makes a mental declaration of purity. If there are those who perform poṣadha with an illicit dissentient community, they are to be dealt with according to the Dharma.'
