The Buddha was in Rājagṛha. The Venerable Dabba, having attained arhatship, emitted light from his fingers and served as the manager of affairs for the Saṃgha, praised by the Buddha as foremost. When the followers of Mettiya and Bhummaja were assigned an inferior room and inferior food in turn, they incited the nun Mettiyā to make a grave accusation against him before the Saṃgha. When interrogated, her own confession was obtained; the bhikṣus reported the fault, and the Buddha thereupon formulated this precept.
