The Buddha said: 'On the day of reciting the precepts, one must not remain in one's room; adjacent seats should inspect each other to see who has come and who has not. One should first make the motion, and only then recite the precepts. If a foolish bhikṣu says, "I have not recited it before," or if someone forgets, it does not constitute a valid recitation of the precepts; one must rely upon someone capable of reciting the precepts. A bhikṣu of five vassas should recite it fluently. If one goes to a nearby place to learn to recite the preface to the precepts down to the remaining rules, upon returning to one's own place, he should recite them in sequence, and should not repeat recitations. If one is unable to do so, he simply expounds the Dharma and recites the sūtras, and rises from his seat. If not, he is to be dealt with according to the Dharma.'
