The Buddha said: 'Those sharing the same karman gather together in one place, down to those who ought to protest not protesting; this is called being in accordance with the Dharma. If the assembly is large and the voice is small, spread a wonderful high seat, and stand on it to recite. For the eight perils and other contingencies, recite in abridged form according to the occasion. If visiting or resident monks assemble from outside, whether their number is few or many, when the recitation has passed this preface, declare purity and then listen.' The rest is as explained at length in the Vinaya.
