The Buddha was in the country of Śrāvastī. A householder and his wife discussed together, saying: "Upananda is an old acquaintance of ours; we will take this robe-fund to buy a robe and give it to him." A bhikṣu begging for food heard this and went and told [Upananda]. Later, [Upananda] went to that house and urged them that it ought to be made broad, large, new, fine, and durable. The laypeople criticized and reproached him, and the bhikṣus reported the fault. The Buddha thereupon formulated the precept.
