The Buddha was in Śrāvastī. A person was sent to invite [the saṃgha] for a meal; as was customary after an invitation, he walked through all the rooms. He saw old sitting-mats scattered everywhere in disorder with no one packing them away, because the bhikṣus disliked their thickness, thinness, lightness, or heaviness, and made new ones again. [The Buddha] then decreed that the old one be patched onto the new one. The group of six violated the rule; bhikṣus raised the fault, and the Buddha laid down this precept.
