The Buddha was in Rājagṛha. Kāla was sitting in meditation, and weary and suffering from begging for food, he ate what he had previously obtained. The bhikṣus did not see him at the minor or major meals, sought him out, and he explained the reasons in full. The bhikṣus informed the Buddha, and the Buddha rebuked him, saying: 'Although you have few desires, future sentient beings will take this as a model to practice.' Therefore, he immediately formulated the precept.
