述曰：自下第三勸其聞修。文分為三：初勸善聽聞、次勸善修學、後結已審持。此初文也。「諦聽」者，囑耳聽聞。「善思念之」，流至意地以成聞慧也。

The commentary states: From here below is the third [section], exhorting them to listen and practice. The text is divided into three parts: first, exhorting them to listen attentively; next, exhorting them to practice and train well; finally, concluding by investigating their observance. This is the first text. "Listen attentively" means to incline one's ear and listen. "Reflect upon it well" means letting it enter the ground of the mind to accomplish the wisdom arisen from hearing.
