Twenty-eighth: the precept against receiving robe-cloth for urgent distribution in advance of the proper time or keeping it past the limit. This too is a combined formulation of two precepts. As for the text stating 'when ten days remain of the three months of summer': this refers to when eighty days of the earlier retreat have passed and there are still ten days remaining before the ninety days are completed. That corresponds to the period from the sixth day of the seventh month to the fifteenth day, totaling ten days. On whichever of these ten days one obtains [cloth for] urgent distribution, one is permitted to accept it. For the Buddha, when formulating the rule, did not permit receiving robe-cloth when the retreat was not yet completed; receiving it would incur a duṣkṛta. Now this donor has an urgent, pressing reason, such as needing to undertake a long journey, and cannot wait until the summer ends; therefore [the Buddha] permitted offering it in advance within those ten days, which is called 'robe-cloth for urgent distribution.' As for 'having received it, one should keep it up to the robe-season': after the summer retreat ends, the single kārttika month or [a period of] five months is called the 'robe-season.' During the robe-season one does not need to perform vikalpana; one may simply keep it. This is based on receiving it on the sixth day of the seventh month, in which case one may keep it through the full one month or five months after the retreat. If one receives it on the seventh day of the seventh month, one may keep it for an additional day beyond the one month or five months. If one receives it on the eighth day of the seventh month, one may keep it for an additional two days thereafter. Up to receiving it on the fifteenth day of the seventh month, one may keep it for an additional nine days thereafter. In accordance with exceeding [the limit], an offence is established, as explained at length in the Vinaya.
