Twelfth: as for the text stating 'falsely making evasive speech to harass others,' making a pretext of other matters is called 'false.' For example, in the fourteenth fascicle of the Mahāsāṃghika[-vinaya]: 'One asks: "Where do you come from?" He answers: "I come from the past." "Where are you going?" He answers: "I am going into the future world." Not answering properly like this is called "evasive speech."' According to the Vinaya, when Channa slighted and humiliated others and made such evasive speech, it was a duṣkṛta. The Buddha instructed the monks to perform a single-proclamation (ñatti) act, which is called [the act regarding] evasive speech. If after the proclamation is performed he offends again, he incurs a prāyaścittika offence. On another day Channa again harassed the Saṃgha: when the Saṃgha summoned him he did not come, and when they did not summon him he came; when he should speak he did not speak, and when he should not speak he spoke. Acting in this unreasonable manner is called 'harassing others.' Again [the Buddha] formulated a proclamation, called [the act regarding] harassing others; the assignment of offences follows the previous one. This is two precepts formulated together.
