2.88

第六十三、疑惱他戒。謂以方便令他比丘自疑犯戒、或疑無戒，作惱他意。下至欲令須臾不樂，但他聞知即得提罪，非要待彼須臾不樂方始犯也。

The sixty-third, the precept on creating doubt and anxiety in another: This refers to using expedients to cause another monk to doubt whether he has broken a precept, or doubt whether he has the precepts, with the intention of distressing him. Down to merely wishing to make him unhappy for a moment, as soon as he hears and knows of it, one incurs a prāyaścittika offence; one does not have to wait until he is actually unhappy for a moment before an offence is committed.
