（事法兼通，大小齊降，故前舉綱領，未振毛目。又緣通成壞，教相須張，並如後列，義無紊亂。）

(Both matters and dharmas are accommodated, applying equally to the great and the small; therefore the general principles are presented first, without yet detailing the minute items. Furthermore, because conditions pertain to both validity and invalidity, the doctrinal marks must be laid out; they are all listed below, so the meaning will not be confused.)
