1.86

（謂白此事，為彼事作羯磨，名為非法。應來者不來，應與欲者不與欲來，現前得呵人呵者，是名別眾。）

(Meaning: making a jñapti for this matter, but performing a karman for that matter, is termed 'contrary to Dharma'. Those who ought to come do not come, those who ought to grant their consent [chanda] do not grant consent to come, and when someone entitled to protest protests, this is termed 'divided assembly'.)
