（佛言：「若在一比丘前懺悔者，至一清淨比丘所，應如法懺。」今時行事，對首懺多，故須明立定式，使披尋者易為昭練。）

(The Buddha said: "If one confesses before one bhikṣu, one goes to a single pure bhikṣu and should confess according to the Dharma." In current practice, face-to-face deśanā is frequent; therefore, a fixed formula must be clearly established so that those who consult it can easily understand it.)
