(Second, what one faces [i.e., the conditions of the saṃgha and boundary] has seven aspects: First, the binding of the boundary has been accomplished, for if the binding is not accomplished, the karman has nothing to rely upon. Second, there is a saṃgha upholding the Dharma, for an improper assembly is not fit to uphold the sacred teaching of the jñapti-caturtha-karman. Third, the number of the saṃgha is fulfilled; this does not mean merely having ten head-counts. Thus the Vinayamātṛkā says: “The upādhyāya and the two ācāryas must all accord with the Dharma, and the seven monks acting as witnesses must all be pure and well-versed.” Thus the Vinaya says: “If there is no upādhyāya, or if the assembly of ten is deficient, as explained in the chapter on ‘Deficient Numbers,’ in all such cases it is not accomplished.” Fourth, all within the boundary are gathered together in harmony. The Vinaya says: “There is no expedient means allowing a karman by a factional assembly.” Fifth, in the midst [of the assembly] there is the teaching and ritual of the jñapti-caturtha-karman. The Vinayamātṛkā says: “Because the karman accords with the Dharma.” Sixth, the requisites and resources are complete. The Vinaya says: “If one lacks robes and bowl, or if one borrows another's robes and bowl, both are non-Dharma.” Seventh, it takes place in the era of the Buddha's Dharma. The Abhidharma treatises say: “When the extinction of the Dharma arrives, all bindings of boundaries and receptions of precepts will be lost and extinguished.”)
