"May the venerable saṃgha listen! The saṃgha now establishes such-and-such a place as a pure ground. Whichever elders approve of the saṃgha establishing such-and-such a place as a pure ground, remain silent; whoever does not approve, speak! The saṃgha has already approved the establishing of such-and-such a place as a pure ground. Because the saṃgha approves and is silent, thus do we hold this matter." (The Vinaya states: There are four kinds of pure grounds. First, when a dānapati or a manager constructs a saṅghārāma, they assign it, speaking thus: 'Such-and-such a place shall be made a pure ground for the saṃgha.' Second, when a saṅghārāma is built for the saṃgha but has not yet been donated to the saṃgha. Third, if it has a fence or barrier halfway, or mostly lacks a fence or barrier, or entirely lacks one; walls or moats are likewise so. Fourth, the saṃgha performs a jñaptidvitīya-karman to establish it.)
