3.123

At that time the Buddha addressed the bhikṣus: "There are two assemblies: first, an assembly that speaks in accordance with the Dharma; second, an assembly that speaks contrary to the Dharma. What is an assembly that speaks contrary to the Dharma? Where within the assembly they do not use the Dharma and Vinaya, do not speak according to what the Buddha taught, abide without teaching what should be taught, and abide without settling what should be settled—this is called an assembly that speaks contrary to the Dharma. What is an assembly that speaks in accordance with the Dharma? Where within the assembly they use the Dharma and Vinaya, speak following what the Buddha taught, abide teaching what should be taught, and abide settling what should be settled—this is called an assembly that speaks in accordance with the Dharma. Between these two assemblies, the assembly that speaks in accordance with the Dharma is the one I praise as supreme." The Buddha having spoken thus, the bhikṣus heard it, rejoiced, faithfully accepted, and upheld it.
