At that time the Buddha addressed the monks: "Suppose that in a country the Dharma-king is weak in power, while the bandits are flourishing. At that time the Dharma-king cannot travel about in ease and peace; the lesser kings of the border states do not follow his decrees; the people of the country also cannot travel about in ease and peace; their livelihoods are abandoned; they suffer distress and decline, and gain no benefit. In the same way, monks who are not in accordance with the Dharma are powerful, and monks who are in accordance with the Dharma are powerless. The monks who are in accordance with the Dharma do not attain ease and peace; if they are in the assembly, they are also not able to speak. If they dwell in secluded places, at that time they perform karmans contrary to the Dharma and do not perform karmans in accordance with the Dharma; they perform karmans contrary to the vinaya and do not perform karmans in accordance with the vinaya; what is not the Dharma is carried out, and this Dharma is not carried out. They do not diligently practice with vigor to attain what has not been attained, to enter what has not been entered, and to realize what has not been realized; thus they cause the gods and people to gain no benefit, and to suffer for a long night." The Buddha having spoken thus, the monks heard it and joyfully received and upheld it in faith.
