Twenty-first: The precept against avenging anger and beating. It is instituted because it damages compassion and patience and furthermore binds enmity. Non-Buddhist books have two ways: first, what is permitted by ritual propriety; second, what is prohibited by law; this is because they are gradual teachings. Here the internal scriptures prohibit it entirely; all seven assemblies share in the transgression, and it is instituted commonly for both the Great and Small [vehicles]. The narration of matters has three stages: first, prescribing that one should not take revenge, meaning retaliating against anger and beating with anger and beating, not meaning that one should repay enmity with virtue. From "One should not even keep" downward is the second: bringing up an illustration. From "Yet having left household life" downward is the third: citing the wrong and concluding the offense. Regarding male and female servants, an ordained bodhisattva must not keep them; a layperson may keep them, but must not beat and strike them unreasonably.
