Twenty-third: The precept against arrogance and perverse preaching. It is instituted because it contradicts the way of instruction. All seven assemblies share in the transgression; it is instituted commonly for both the Great and Small [vehicles]. The narration of matters has three stages: first, a person seeking the Dharma comes from afar to inquire into the Way; both are narrated in the text. At first, a novice bodhisattva, having already received the precepts, comes from afar to listen to the Dharma; the master of the Dharma says he is not his own teacher, and relying on his understanding and power, with a disrespectful mind he does not respond well to questions, causing the meaning and principles to be concealed and the characteristics of dharmas to be inverted; hence he commits an offense. If within a thousand li there is no teacher, receiving [the precepts] through making vows oneself before a Buddha image requires seeing an auspicious sign before it is obtained. Second, when transmitted from teacher to teacher, one does not rely on seeing a sign, as a weighty mind arises. If he is a Dharma master, these two Dharma masters rely on themselves, which is why arrogance arises. From "Yet a novice" downward cites the wrong and concludes the offense, which is the third phrase. That person comes from afar to ask about the meaning, and relying on arrogance, he does not respond well, hence committing an offense.
