「千百億」下，第二、明人法。於中又二：初明人，次約法。初文三句：初明能化之主，次明所化之機，第三明能化所化俱詣本佛，故云「至我所」。「我所」即舍那也。「聽我」下，第二約法為二：初句誡聽。此戒是十方三世諸佛之法，只得稱誦不云說也。「甘露門」者，第二、歎戒功能。甘露是諸天不死之藥，譬因此戒得至涅槃四德之理。甘露家門名甘露門，門以能通為義，教能通理故也。

From "hundreds of millions" downward is the second part, explaining the persons and the Dharma. Within this there are also two parts: first, explaining the persons; next, regarding the Dharma.

The first passage has three lines: first, explaining the masters capable of transforming; next, explaining the faculties of those who are transformed; third, explaining that both those capable of transforming and those who are transformed together go to the original Buddha, hence it says "came to my place." "My place" is Rocana.

From "listen to my" downward is the second part, regarding the Dharma, which has two parts: the first line admonishes them to listen. These precepts are the Dharma of the Buddhas of the ten directions and the three times; they can only be recited, not [said to be newly] expounded. As for "the gateway to the deathless," the second part praises the function of the precepts. The deathless (amṛta) is the medicine of immortality of the devas; it serves as a metaphor for arriving at the principle of the four virtues of nirvāṇa by relying on these precepts. The gateway to the deathless is called the gateway to the deathless; a gateway takes enabling passage as its meaning, because the teaching enables passage to the principle.
