Tenth, subsuming the three clusters of precepts: There are two meanings. First, discussing from the perspective of preeminence, these ten precepts are entirely subsumed under the precepts of restraining conduct, because they all stop evil. Second, comprehensively analyzing them, they all possess the three clusters: that is, not violating each one of these ten is subsumed under the precepts of restraining conduct; cultivating the practices that counter these ten offenses is subsumed under the precepts collecting good qualities—namely, (1) the practice of kindness and compassion, (2) the practice of having few desires, (3) the practice of pure brahmacarya, (4) the practice of truthful speech, (5) the practice of bestowing luminous wisdom, (6) the practice of protecting the Dharma, (7) the practice of quelling evil and advancing goodness, (8) the practice of bestowing both material goods and Dharma, (9) the practice of forbearance, and (10) the practice of praising the Three Jewels; using these two [clusters of] precepts to teach other sentient beings and make them act as oneself does is the precepts collecting sentient beings. Therefore, each of the ten precepts possesses the three clusters. The rest of the meaning can be understood [accordingly].
