Third, explaining lending out: In the Mahāsāṃghika Vinaya, regarding property of stūpas and the Saṃgha, when lending out for interest to one another, clearly write down and record that it was lent at such a time and returned at such a time. When administrators transfer duties, they must read the record within the Saṃgha, proclaim it clearly, and entrust it to their successors; those who violate this are adjudicated an offense. In the Daśabhāṇavāra Vinaya, interest gained from lending stūpa property is returned to the stūpa's inexhaustible wealth. In the Samantapāsādikā, it is permitted to borrow Saṃgha property to build private rooms. The Sujāta Sūtra states: When sick persons borrow property of the Three Jewels, they must repay it tenfold. For other monks who are not sick, it does not seem to be permitted. All the above are neither precious property of the Buddha and so forth, nor property used personally by the Buddha and Dharma, because those allow no concept of diversion or exchange. The Five Hundred Questions states: If a person borrows Buddha property and they yield interest on each other's funds for private use, it is equivalent to destroying the dharmakāya. If oxen or slaves are donated to the Buddha, one must not use them or sell and exchange them. If military weapons are donated, they must also not be accepted.
