二、釋名者，悋惜財法，不濟所求，稱曰「故慳」。戒防此失，依主立名。

Second, explaining the name: begrudgingly clinging to wealth or Dharma and not providing what is sought is called "intentional stinginess." The precept guards against this fault; its name is formed as a determinative compound (tatpuruṣa).
