七、通塞者，約自一向塞而無通，約化眾生心有令發菩提心緣，雖未見文，准亦應通。
Seventh, permission and prohibition: regarding oneself, it is entirely prohibited without exception; regarding the mind of converting sentient beings, where there are conditions to cause them to give rise to bodhicitta, although no text is yet seen, by analogy it should also be permitted.
