5.112

初、制意者，菩薩理應內自成德，以示眾生乖失茲躅，故須制也。別說亦有三種：一、覆自無知作為師範，欺誑失故；二、不閑文義，失善品故；三、詐為他師，無實引導，不利益故。此三如次亦為三聚，故須制也。

First, regarding the intention for instituting the precept: a bodhisattva should fundamentally accomplish virtue within oneself in order to demonstrate it to sentient beings; deviating from this path must therefore be prohibited. Specifically, there are also three aspects: 1. Concealing one's own ignorance to act as an exemplar and master constitutes the fault of deceit; 2. Not being versed in the text and its meaning causes the loss of wholesome qualities; 3. Fraudulently acting as a master to others without actual guidance provides no benefit. These three respectively correspond to the three clusters of precepts; hence it must be instituted.
