初、制意者，但新學菩薩觸事無知，理應執持經律，四方求學以成道行，而反有誦不聽，抱自無知不識持犯，故令戒行並皆虧失退入邪小，為過既重故須制也。

First, regarding the intention of its establishment: newly trained bodhisattvas are ignorant regarding affairs; in principle they ought to uphold the sūtras and vinaya and seek learning in the four directions in order to accomplish their practice of the Path. Yet on the contrary, having recitations they do not listen [to expositions], clinging to their own ignorance without understanding upholding and violating, thereby causing both their precepts and practice to be deficient and lost, regressing into heterodox and Hīnayāna [paths]. Since the fault is grave, it had to be established.
