5.121

初、制意者，菩薩理應稱揚讚美菩薩行人，令善譽遠彰黎元倣習，而反惡心謗黷諍毀善增惡，為失既重故制茲戒。別說亦三，謂惡不止、善不增、乖所犯，並准可知。

First, regarding the intention for instituting the precept: a bodhisattva should fundamentally praise and extol bodhisattva practitioners, so that their good reputation is broadcast far and wide and the common people emulate them; yet conversely, out of an evil mind, one slanders, reviles, disputes, destroys the good, and increases evil. Since this fault is grave, this precept was instituted. Specifically there are also three: evil not ceasing, good not increasing, and deviating from what was undertaken; all can be understood by analogy.
