5.130

初、制意者，菩薩理應殞命救生，而反見眾生苦而無慈救，違行之甚故須制也。別說亦三，謂增惡、損善、失救生也。

First, regarding the intention for instituting the precept: a bodhisattva should fundamentally sacrifice their life to save sentient beings; yet conversely, seeing the suffering of sentient beings, one lacks compassion and does not rescue them, which is an extreme violation of practice; hence it must be instituted. Specifically there are also three: increasing evil, diminishing good, and failing to save living beings.
