5.140

初、制意者，菩薩理應忍行內宛、慈悲外溢，而反瞋罵及打，為失至甚，故以制之。別顯亦三：瞋怨不止，忍善不增，眾生皆捨。既乖三聚，制此嚴科。

First, the intention behind its institution: in principle, a bodhisattva should have the practice of forbearance internalized and compassion overflowing outward; yet on the contrary, getting angry, reviling, and striking constitutes an utmost fault, and therefore it was instituted. Distinguishing this also has three [aspects]: anger and resentment do not cease, the virtue of forbearance does not increase, and sentient beings are all abandoned. Since this goes against the three clusters of precepts, this strict article was instituted.
