Eighth, within the explanation of the text there are three parts: first, adducing the superior circumstance; second, from "a newly trained" onward, directly establishing the precept in response to the circumstance; third, from "if one does not go" onward, adjudicating the offense for intentional violation. Within the first, "in all places" universally adduces all locations, which are all places where the sūtras and vinaya are expounded. "Where there is expounding of the vinaya, sūtras, and precepts" adduces the Dharma being expounded. Vinaya is translated here as "cessation"; this means that the evils of body, speech, and mind are blazing with fierce energy, and because precepts can guard against and stop them, they are called "cessation." This means that these sūtras and vinaya proclaim the vinaya; hence it is called "vinaya, sūtras, and precepts." "Great dwellings" specifically reveals the place. "Expounding the Dharma" re-clarifies the Dharma; this means that analyzing and explaining the source text is called "expounding." Within the direct establishment there are two parts: first, prescribing listening according to the Dharma, which means one should take the sūtras and vinaya and go there to listen and receive; second, from "if in mountain forests" onward, prescribing going according to the place, causing them to receive the Dharma; third, from "if one does not go" onward, adjudicating the offense for intentional violation, which can be understood.
